 Meeting Called to Order

  • Meeting Called to Order by the Chair at 11am via Zoom

Representatives from the New York City & Hudson Valley Cannabis Industry Association - Dave Holland / Ruben Lindo / Elizabeth Shields

The industry reps provided a brief overview of their advocacy organization.  Discussion focused on the difficulty that law enforcement has in determining motor vehicle operator impairment as a result of suspected impairment by cannabis.  They offered their support to our Association membership in terms of expanding our relationship and working together on legislation related to field testing solutions.   They believe strongly in the need for science to back crash and impairment data. 

As Chief Joe Sinagra has been working at the local level on these issues and has attended previous meetings with the industry reps, it was agreed by all that he will be the TSC’s primary point of contact with the representatives and the cannabis industry in NY.

Updates/Status on Previous Agenda Topics:

  •  NYSACOP Point of Contacts Activity (Mike and Bill)

We currently have 210 Points of Contact. To date, we have conducted 4 webinars and distributed 22 emails containing various informative documents / materials to all Contacts.  In the coming months we will have a concerted effort to increase the cadre of contacts in NYSACOP Zones 7, 8 & 9.   A goal of the TSC moving forward is to also increase two-way communications with all contacts.

  • NYS TAP Committee (Bill and D/Insp. Regina)

Inspector Regina is the Association’s TAP Committee representative.  He reports that the Committee’s next meeting will take place in Syracuse, NY on November 15-16.  He will attend and report back to the TSC at our December meeting.

  • Driver’s License Issues (Bill)

We continue to seek a DMV “P” memo on Failure to Pay Fine and Failure to Appear.  The NYS Office of Court Administration (OCA) has provided informative guidance to all courts in the State.  We will send the OCA materials to all NYSACOP Points of Contact.

New Business:

  •  NYSACOP 2022 GTSC Grant (Mike)

The 2022 GTSC Grant had been approved.  We will be working on various sections of the grant in preparation for the October 1, 2021, start.  At the NYSACOP Conference we will be having a discussion with the NYSACOP Board regarding filling the Traffic Safety Services Coordinator position.  

  • IACP DAID Conference, Orlando, FL, August 14-16, 2021 (Mike)

All members of the TSC were offered to attend the Conference, none are available to attend, therefore we will seek other potential attendees.

  • GHSA Webinar – Thursday, July 15th, 2:00 P.M. “Fostering Positive Engagement and Building Trust Between Law Enforcement and BIPOC Communities” (Bill)
  • The Chair encouraged all TSC members to attend the GHSA webinar.
  • ESLETS Conference (Mike, Bill & Dan)

Bill, Mike, and Dan attended an initial 2022 Conference planning meeting at NYSP Traffic Division HQ.  An overview of previous conferences was provided and a roundtable of potential topics was discussed.  We agreed to continue the dialogue and offered to facilitate a NYSACOP session.   

  • NYSACOP TSC – Recruitment, Diversity and Succession Plan (Bill)  

The Chair expressed his desire to increase TSC membership with diverse members that have interest and experience in traffic safety.  All current TSC members were asked to give some thought for the potential recruitment of new members.  This will be an on-going priority.

The Chair also discussed his concerns to plan appropriately for the succession of TSC members, NYSACOP Traffic Safety Outreach Liaisons and the Traffic Safety Services Coordinator, a position that has been unfilled since the retirement of Nick Macherone in April of 2021.     

  • Updates on Traffic Safety Engagement Activities and Training Courses (Bill, Mike & Dan).

Chief Denz will be attending the DDACTS workshop in Syracuse, August 4-5. He will report back at the August meeting.

Follow-up Activities/Assignments:
  • Schedule re: Future TSC Meetings (All)

The August and September TSC meetings will be via Zoom.  The October meeting will be in person and will coincide with the NYSACOP in-person Board meeting.  Location TBD.   

  • TSC Meetings with Traffic Safety Partners/Guests (All)

It was agreed that there is great value in having our external partners attend our in-person meetings, as such invitations will be extended to our October meeting.

  • Suggestions re: Topics for “Intersections” and podcasts (All)

The Chair reiterated the need on a recurring basis for suggested topics, articles, photos, etc. for NYSACOP publications / social media platforms.


Discussion on the Saugerties Light-On program.  Inspector Regina reports that Suffolk County PD is also looking at the possibilibilty of incorporating this initiative.
