  • Updates/Status on Previous Agenda Topics:
    • NYS TAP Committee/DRE Issues:

TSC Chair Georges reported on his follow-up regarding DRE testimony issues in Massachusetts and New Jersey:  Some lower courts in Massachusetts have failed to recognize DRE testimony as valid however, no cases have been heard by higher courts to date.  New Jersey appears to be more of a concern as a Frye hearing is currently being deliberated by the court and their decision could impact all DRE.  The Chairman will continue to monitor and additional information will be disseminated as it becomes available.

TSC Chair Georges reported that DRE Courtroom Testimony training class will be held in Amherst, Erie County on April 12 – 13, 2022

Inspector David Regina reported that DRE and ARIDE trainings have been filled to capacity in his region.  No new information from NYS TAP Committee.

 

    • ESLETS Conference, April 6 & 7, 2022 – Syracuse, N.Y.

TSC Chair Georges reported the panel for the NYSACOP presentation is set.  Panel members will be: TSC Chair Georges, Chief Joseph Sinagra, Inspector David Regina, Chief Kevin Sylvester and DMV Assistant Commissioner Chuck DeWeese.  TSC Chair Georges will set up a Zoom meeting with panelists in the near future to coordinate the presentation prior to the event.

 

    • GTSC CMV and Motorcycle Enforcement Training Courses, March 22 & 23, 2022:

TSC Chair Georges reported trainings are set in Erie County.  William Georges and Dan Denz will observe the trainings.  Inspector David Regina reported that all Motorcycle Enforcement trainings in his region are on schedule and filled to capacity.

 

    • Recap of Police Executive Training Course, February 15, Niagara Falls Airbase:

TSC Chair Georges reported the traffic safety module went well and seemed to be well-received by attendees.  Several attendees approached afterwards with comments and questions.  TSC Chair Georges is following up with those who requested assistance.

 

    • Status of GTSC/ITSMR Webinars:

Traffic Safety Coordinator Dan Denz and TSOL Mike Geraci reported that they have been working with the GTSC staff to have them conduct a GTSC Grant Writing Webinar. It has been scheduled for March 29, 2022 at 10:00 A.M.  The official course announcement will be sent out as soon as GTSC distributes it.

 

    • Recap of NYS Office of Cannabis Management “Cannabis Conversation” webinars:

TSC Chair Georges did an overview of the “Cannabis Conversation” webinars; all members of the TSC Committee reported they had attended one of the webinars and are up to speed with the information contained therein.

TSC Committee members all agree that there is a need for additional DRE Courtroom Testimony training across the spectrum of the profession and NYSACOP is committed to assist in that area.

Chief Sinagra reported that two Cannabis Clubs opened in NYC without approval of the NYS Office of Cannabis Management. He also reported that he has been asked by Senator Sanders to sit on a cannabis advisement board to share concerns of law enforcement.

 

    • Traffic Safety Points of Contact (POC) Holiday Enforcement Survey:
TSC Chair Georges reported that there was approximately a 30% return on the survey.  Very positive comments on engagement strategies, initiatives, use of media platforms for outreach, and political and public support.  Per request, the Information was shared with GTSC NYSP LEL Sgt. Todd Engwer and other GTSC Staff. 

 

    • Webinar for National Law Enforcement Liaison Program:

TSC Chair Georges asked if we should do a webinar for the National Law Enforcement Liaison Program (NLELP) per their request.  All TSC Committee members agreed that we should do so.  TSC Chair Georges will contact NLELP Director Tim Burrows re: setting it up and will work on webinar content.

 

    • Annual New York State Law Enforcement Recognition Awards:

Event conflicts with ESLETS Conference.  No nominations will be submitted.

 

    • Traffic Safety Engagement and Equity in Enforcement Programs:

TSC continues to research/monitor programs in this area, however nothing new to report at this time.

 

  • New Business:
    • NYSACOP Draft Traffic Safety Position Statement:

TSC Chair Georges reported that he developed a draft Traffic Safety Position Statement for NYSACOP and reviewed same with TSC members.  TSC Chair Georges asked for support to present the statement to the entire NYSACOP Board for review and approval at the March 11, 2022 NYSACOP Board Meeting.  Motion to forward Traffic Safety Position Statement to NYSACOP Board for review and approval by Chief Sinagra; 2nd by Inspector David Regina; motion carried.

 

    • Recent Incidents re: police vehicles struck by impaired drivers and drag racing:

TSC Chair Georges pointed out that there is a significant uptick in these events nationally and asked Inspector David Regina to address this during the panel discussion at ESLETS; Inspector Regia agreed to make that part of the presentation.  TSC Chair Georges reported he has also has recently witnessed a return of ATVs and Dirt Bikes on the city streets in Albany; Inspector Regina has as well in his region.  Appears this will be an increasing problem as we move toward the warmer weather season.

    • Traffic Safety Points of Contact (POC) Future Initiatives:

TSC Chair Georges reported that we are going to attempt to conduct in-person meetings with our POCs by zones during this year to both brief them on current activities and discuss possible future initiatives.

 

    • Updates on Traffic Safety Activities and Training Courses:

Chief Sinagra reported that he is sending an officer to the Lifesavers Conference this month; he thanked NYSACOP and GTSC for sponsoring the officer to attend.

TSC Chair Georges reported that he was asked by MADD National to author an article for their monthly Law Enforcement Support Newsletter which he has completed and submitted.  The article will appear in their March newsletter.

 

  • Follow-up Activities/Assignments:
    • Schedule re: Future TSC Meetings

TSC Committee members discussed the venue of future meetings.  All agree the current model of in-person meetings prior to scheduled Board of Governors meetings and Zoom meeting for the other months is working well and should continue in this format.

 

    • TSC Meetings with Traffic Safety Partners/Guests:

Anthony D’Agostino GTSC LEL – NYSSA provided TSC members with flash drives containing the entire GTSC Teen Driver Tool Kit.  He also did a presentation on a County-wide Crash Dashboard that NYSSA developed with a Crash Analyst as part of the GTSC grant.  NYSSA is making the program available to all LE agencies in New York.  LEL D’Agostino demonstrated the functionality of the program; all TSC members were impressed and agreed to assist in the statewide roll out.  All TSC members will continue to look for guests that may be of interest to the committee.

 

    • NYSACOP TSC – Recruitment, Diversity and Succession Plan:

TSC Chair Georges suggested we extend an invitation to Monroe County Director of Public Safety Richard Tantalo to join the TSC.  Members discussed the prospect and agreed he would be a positive addition to the TSC.  TSC Chair Georges will seek approval from NYSACOP President Parisi to offer Director Tantalo a position on the TSC, then reach out to see if he is interested in joining the Committee.
