  • Meeting Called to Order – 12:30 PM
  • Roll Call:  Chief Joseph Sinagra, Saugerties PD, Inspector David Regina, Suffolk County PD, Director of Public Safety Richard Tantalo, Monroe County, Chief Kenzie Spaulding, Corning PD, Chief (ret.) Daniel Denz, West Seneca PD (NYSACOP Traffic Safety Services Coordinator), Chief (ret.) Michael Geraci, Schenectady PD (NYSACOP TSOL), Assistant Chief (ret.) William Georges, Albany PD (NYSACOP TSOL & TSC Chairman).

     

All present and accounted for.

 

  • Guests:  Jeff Aden, Intoximeters and Chuck DeWeese, Connecting Clients, LLC. Presentation on Oral Fluid Testing.
The guests conducted an in-depth presentation on oral fluid testing including instruments, pilot programs, and legal issues.

      • Updates/Status on Previous Agenda Topics:
        • NYS TAP Committee/DRE Issues:

Inspector Regina stated there are no current updates. Chief Spaulding reported that she has an officer enrolled in the current DRE Course.

 

        • Coalition Against Big Trucks (CABT) Update:

Chairman Georges distributed a “Thank You” letter from CABT which was sent to Chief Sinagra which also included current/pending legislative issues (attached).

 

        • Massachusetts Mandatory Cannabis Impaired Driving Curriculum:

TSOL Geraci reported that the New Jersey State Association of Chiefs of Police issued a position statement in support of implementing this curriculum in New Jersey.

Chairman Georges asked TSC members their thoughts on NYSACOP developing a similar position statement in support to have this curriculum implemented in New York. Chief Sinagra suggested that we should construct a position statement and all TSC members agreed. Chairman Georges stated that he would begin the process and report back to the TSC.

 

        • Johns Hopkins University Project: Innovative Approaches to Law Enforcement and Traffic Safety

TSOL Geraci reported that Johns Hopkins representatives have committed to present at the NYSACOP Annual Conference in July. They are still working on logistics for their attendance and are expected to announce the actual presenters in the near future.

 

        • NYSACOP Executive Leadership Summit, March 20 - 24, 2023, Niagara Falls, N.Y.

Chairman Georges gave an update to the TSC re: the traffic safety presentation. TSSC Denz reported that there are currently 42 registrants, and it is expected that registration will close at the 50 maximum capacity that was set for course.

 

        • 2023 ESLETS Conference, May 10 – 11, Rochester, N.Y.

Chairman Georges reported that development of the conference is ongoing. TSOL Geraci has secured Nick Breul (ret.) MPDC, Senior Project Manager, National Law Enforcement Memorial and Museum to conduct a presentation and TSSC Denz has secured Rochester Police Chief David Smith to give opening remarks. Director Tantalo stated that Monroe County STOP DWI Coordinator Lindsay Tomidy will give a presentation on the Monroe County “Drive to be Better” initiative, and Inspector Regina is committed to give an update on the street racing issues in Suffolk County.

 

        • Outreach to Regional Chiefs of Police Associations & Major City Chiefs:

Chairman Georges reported that the Major Chiefs Meeting that was slated to occur today was cancelled. The next meeting is scheduled to take place during the NYSACOP Annual Conference.

Chairman Georges stated that we are scheduled to conduct our NYSACOP Traffic Safety Executive Leadership Training in Erie County on March 23, 2023, with a potential future training for Onondaga County (TBD).

 

        • GTSC Update/Issues: 

TSSC Denz reported on a meeting he had with GTSC staff earlier today. All positive.

Chairman Georges spoke on our continuing attempts to satisfy the GTSC request to have a NYSACOP representative assigned to the GTSC office.

 

        • Traffic Safety Engagement and Equity in Enforcement Programs:

Director Tantalo reiterated the positive impact the Traffic Safety Executive Leadership Training has had on those who attended in Monroe County.

Chairman Georges spoke on our attempts to get a seat on GHSA’s Committee to Reduce Racial and Social Disparities in Traffic Safety.

 

      • New Business:
        • DCJS Public Safety Symposium, September 25 – 28, 2023, Albany, N.Y.:

TSSC Denz reported that he submitted presentation proposals to DCJS for their fall symposium. One presentation proposal is for our Traffic Safety Executive Leadership Training and one for a Professional Development presentation. TSSC Denz stated that conversations with his contact at DCJS have been very positive and he expects the proposals to be accepted.

 

        • World Traffic Safety Symposium, New York Auto Show, April 6, 2023, NYC:

TSOL Geraci discussed the World Safety Symposium (Event announcement attached).

 

        • Traffic Safety Activities and Training Courses:

Chairman Georges asked the TSC to check all the traffic safety training postings listed on the NYSACOP website. He further asked they continue to assist with registration for the GTSC Motorcycle Enforcement Course and Commercial Motor Vehicle course as NYSACOP is a direct supporter of these two courses through our GTSC grant.

TSOL Geraci spoke on an IPTM Traffic Safety Symposium which is scheduled for June 2023 in Orlando, Florida.

 

        • Other:

Executive Director Phalen gave an update on the status of the 2023 NYSACOP Annual Conference.

TSSC Denz spoke on the opportunities available for NYSACOP to sponsor Below 100 Train-the- Trainer courses through the GTSC grant. He also stated he was going to send out a link to the 2022 GTSC webinar on GTSC Grant Application Development.

 

      • Follow-up Activities/Assignments:
        • Schedule re: Future TSC Meetings

Chairman Georges asked the TSC members about their availability for future TSC meetings. After discussions, it was determined that the April TSC Meeting will be held 4/12/2023 at 11:00 A.M. via Zoom and the May meeting will be held in-person during the ESLETS Conference (TBD) .

 

        • TSC Meetings with Traffic Safety Partners/Guests:

Committee members discussed how impressive the guests have been at recent meetings. Inspector Regina suggested Dr. Lisa Patierne be invited as a future guest to present her program called “Guarding the Guardians”. Her website is www.LisaPatierne.com.

TSC members agreed, Inspector Regina stated he would contact her and gauge her interest.

 

        • NYSACOP TSC – Recruitment, Diversity and Succession Plan:

Chairman Georges reported that recruitment of potential new members is ongoing.

 

        • Topics for “Intersections” and podcasts including guest contributors: (All)

Director Tantalo suggested that Monroe County STOP DWI Coordinator Lindsay Tomidy write an article for an upcoming “Intersections” article re: the Monroe County “Drive to be Better” initiative. The TSC all agreed to have Director Tantalo ask her to do so.
