The New York State Division of Criminal Justice Services, Office of Public Safety is pleased to announce a new 1-day course offering: The Non-Custodial Advantage: Ethical Admissions in a New Era

 

This advanced 8-hour training course is tailored for experienced law enforcement professionals seeking to enhance their skills in obtaining lawful and ethical admissions from criminal suspects. Designed as a follow-up to the 2-Day Comprehensive Sexual Assault and Child Abuse Investigations Course.

 

Participants will explore how to conduct non-custodial interviews, leverage pretext communications, and employ legally sound recording practices to build strong, court-admissible cases. Emphasis will be placed on practical application, with numerous real-world examples and hands-on scenarios that challenge students to think critically about their approach to suspect interviews.
This course focuses on ethical strategies that preserve the integrity of both the investigator and the investigation -moving beyond outdated, custodial-centric models and toward a more effective and sustainable interview philosophy.

Instructional topics include:

  • Explain the strategic advantages of non-custodial interviews in today’s legal landscape
  • Conduct effective pretext phone calls and controlled text messaging within legal and ethical boundaries
  • Utilize recording techniques lawfully under New York State’s one-party consent law
  • Identify and avoid triggers that turn a non-custodial interview into a custodial one
  • Apply emerging communication and recording technologies appropriately in interviews
  • Reference relevant case law to support admissions in court
  • Participate in and debrief scenario-based exercises to refine their skills

This course will be taught by retired Senior Investigator Matthew Stegner.  Mr. Stegner has 26 years' experience with the New York State Police in handling complex criminal investigations, specialization in areas like sexual assault, child exploitation, internet crimes against children, and interpersonal violence investigations which showcases his commitment to addressing some of the most sensitive and crucial aspects of law enforcement.  Moreover, his passion for speaking and training in these domains underscores a desire to share knowledge and improve the collective response to these crimes.

Pre-registration is required.  The location of training and class times will be provided through an email confirmation; those who do not register will not receive this important notification and will not be admitted to the training.  Walk-ins and transferring of confirmation notices will not be permitted.
