Course Description
This 2 1/2 day (20-hour) training provides law enforcement professionals with the tools, frameworks, and collaborative strategies needed to improve agency and community-level responses to intimate partner violence (IPV). The curriculum focuses on:
- Building and sustaining Coordinated Community Response (CCR) Teams
- Structuring and participating in Domestic Violence High-Risk Teams
- Implementing trauma-informed and victim-centered policing
- Applying Lethality Assessment Protocols (LAP) and other risk-based practices
Modules emphasize statutory responsibilities, interagency coordination, and documentation integrity.
This course will be taught by David Ryan a 40-year veteran of law-enforcement retiring as a chief of police in 2022.
Implementing a Coordinated Community Response (CCR) Team Environment
- Assessing current agency capacity for multidisciplinary collaboration
- Conducting targeted needs assessments
- Using the CCR Toolkit to support local planning, implementation, and sustainability
Implementing and Working Within a Domestic Violence High-Risk Team
- Screening with LAP as the first critical decision point – discussion-based activity
- Clarifying law enforcement roles and responsibilities in high-risk cases
- Prosecutor engagement and case alignment
- Advocacy integration across the case continuum
- Confidentiality, consent protocols, and ethical information sharing
- LAP implementation structure and maintenance
- Case conferencing strategies for high-risk review
- Integration with Civil Legal and Family Court processes
- Coordination with Multidisciplinary Crisis Response Teams (MCRT)
- Applying data-driven needs assessments to prioritize response and policy decisions
Law Enforcement Response to IPV: Trauma-Informed and Victim-Centered Approaches
- Operationalizing a trauma-informed response model
- Applying victim-centered communication techniques
- Balancing safety, autonomy, and investigative requirements
- Increasing cooperation and trust through procedural clarity
- Ensuring consistency across victim encounters and documentation

- Second: STRIVE partners from other counties
- Third: Non-STRIVE registrants (as space allows)
