  • Meeting Called to Order: 11:00 A.M.

  • Old Business/Updates:
    • NYS TAP Committee/DRE Issues:

NYSACOP GTSC LEL Galerie stated that there was nothing new to report. The next TAP/DRE Committee meeting is still scheduled for October 2025 and a new DRE class is also scheduled to be held in October 2025.

 

    • Warning Tickets Update:

Chairman Georges updated the TSC members on the status of the warning ticket initiative and the possibility of having an in-person meeting with the NYSP. Chairman Georges further reported that he has been in contact with a representative of NicheRMS365 and expects to have a conversation with them soon re: their software and warning tickets.

Inspector Regina updated the TSC members on the SCPD Warning Ticket program, which was launched in July 2025, and the initial results of the program and how it is still being tweaked to assist with efficiency and accurate data collection.

 

    • E-Bikes, Ride Outs, Dirt Bikes & ATVs

TSSC Denz updated the TSC members on the NYSACOP Traffic Safety Team’s endeavors into Law Enforcement E-Bike trainings and development of an informational packet on E-Bike legal issues.

Inspector Regina reported that he is in the process of finalizing an E-Bike PowerPoint presentation which he will share it with the Committee once it is complete.

NYSACOP GTSC LEL Galerie reported on the recent TraCS update sent out statewide which now allows proper code entries for the mandatory MV104 reporting of crashes involving E-Bikes and scooters.

Inspector Regina also reported that SCPD continues to see a decline in ride outs within their jurisdiction. He contributes the low numbers to the efforts of the SCPD Street Task Force and the local ordinances which were enacted prohibiting the activity and giving law enforcement the ability to seize the vehicles involved. He also relayed that SCPD is still experiencing a high number of incidents involving dirt bikes and ATV’s.

Commissioner Jackson reported that Nassau County agencies are experiencing exactly the same situations described by Inspector Regina.

 

    • NYS Attorney General Proposes Reforms to Address Dangerous Police Vehicle Pursuits:

Chairman Georges stated there are no updates on this topic and that the NYSACOP TS Team will continue to monitor.

 

    • NHTSA/JHU National LEL Academy Project:

Chairman Georges updated the TSC members on the status of the project and the recent webinar hosted by NHTSA/GHSA that reported on its progress.

 

    • Traffic Safety Engagement and Crash Data Review:

Director Tantalo updated the TSC Members on Monroe County’s Traffic Safety programs.

 

    • Outreach to Regional Chiefs of Police Associations & Major City Chiefs: 

TSSC Denz reported that most regional organizations are off for the summer and will not convene again until September however he will be attending the Chautauqua County Chiefs Association meeting Thursday August 21, 2025.

 

    • GTSC Update/Issues: 

NYSACOP GTSC LEL Galerie reported that all is status quo at GTSC and that the two posted upcoming identifying the Cannabis Impaired Driver courses are filled.

TSSC Denz reported on the recent retirement of GTSC Program manager Robert Lopez and wished him well in his future endeavors.

 

    • IACP Impaired Driving & Traffic Safety Conference, August 4-6, 2025, McCormick Place, Chicago, IL:

Chairman Georges reported on how he along with TSOL Geraci attended this event. They collectively discussed how the conference is geared predominately for active DREs with not as many other traffic safety topics being offered. Chairman Georges stated that he will bring this up as a point of discussion at the next IACP Roadway Safety Committee meeting and suggest that the Committee take a more active roll in the development of the 2026 conference.

 

    • New York State Ignition Interlock Conference, August 14, 2025, Empire State Plaza Convention Center, Albany, N.Y.

NYSACOP GTSC LEL Galerie report on his attendance at this conference. The primary topics of discussion at the event were:

  1. The new terminology of “Drink Driver”
  2. 2021 Driver’s License Suspension Reform Act
  3. Installation vendor requirements and how an assigned installation facility must be located within 50 miles of the offender’s residence.

    • DCJS Public Safety Symposium, Empire State Plaza Convention Center, Albany, N.Y., September 16-18, 2025:

Chairman Georges reviewed this event.

 

    • New York State Highway Safety Symposium, Lake Ontario Event & Conference Center, Oswego, N.Y., October 14-17, 2025:

Chairman Georges reviewed this event, and that the NYSACOP TS Team will be presenting.

 

    • IACP Annual Conference, Denver, Colorado, October 18-21, 2025:

Chairman Georges reviewed this event and polled the TSC members as to who is planning on attending.

 

  • New Business:
    • NYSACOP GTSC 2025-2026 Grant:

TSSC Denz reported that the FY2026 NYSACOP GTSC Grant was approved which will allow the NYSACOP TS Team to continue to provide services. He also reported that all of the FY26 grant applications from across the state have gone through the approval process and that almost all agencies who applied received funding.

 

    • Traffic Safety Activities and Training Courses:

Chairman Georges reported on a recent webinar he attended entitled Traffic Safety for Refugees and Immigrants.

Chairman Georges reported on a recently released report by Intoximeters re: data collected on the use of the Sotoxa instruments in a 2024 Minnesota pilot program.

Chairman Georges reported on the recently distributed DMV “P” memo regarding the termination of the NYS Clear Pass program and how pass holders are no longer able to use HOV lanes.

Chairman Georges reported on the recently distributed DMV “P” memo regarding reporting Police Officers who are involved in motor vehicle crashes.

Chairman Georges reviewed all currently posted TS trainings.

Chairman Georges discussed the possibility of extending an invitation to the NYS TSRP’s.

Chairman Georges reported that Nick Bruel from the NLEOMF is guest authoring an article for the next “Intersections” column.

  • Next Meeting:

Chairman Georges proposed the possibility of having the next TSC meeting held in-person in conjunction with the September NYSACOP Board of Governors meeting in Albany. After discussion with TSC members, it was agreed to arrange the meeting for 3:30PM on September 25, 2025. If for some reason that cannot happen, an alternative date and time was selected for October 9, 2025 at 11:00 A.M. via Zoom.
