The New York State Association of Chiefs of Police Wellness Challenge

Is your department up to the Challenge?

The Wellness Challenge is a new program for NYSACOP member agencies demonstrating a focus on officer wellness, including the promotion of physical fitness, mental hygiene, healthy nutrition, and safety practices in the workplace. The Challenge is posted on the NYSACOP website www.nychiefs.org "members only" page.  To take the Challenge, complete the questionnaire posted on the site to determine if your department meets the criteria to be included as a member of the challenge.  Also listed on the website are available resources for officer wellness, illustrations for posting in workspaces,  a sample "Wellness Checklist" to assist you in building a Wellness Program, and a list of police departments that have met the Challenge.  An excellent article by NYSACOP President Chief Pat Phelan describing the Wellness Challenge is available in the October edition of the Chiefly Speaking Newsletter.

Cuomo signs order extending vehicle registration, license deadline to Nov. 3

 ALBANY — Gov. Andrew M. Cuomo this week extended the deadline to renew vehicle registrations or licenses. Under an executive order signed by the governor, any licenses or registrations that are expired can be renewed until Nov. 3 at the state Department of Motor Vehicles.

New York Times: Editorial: To hold police accountable, ax the arbitrators

Since the death of George Floyd sparked a wave of national protests, at least 42 of the 50 largest cities in the country have adopted new rules aimed at curbing abuses by the police, according to a tally by Samuel Walker, an expert on police accountability who is affiliated with the University of Nebraska Omaha. From May through August, 15 cities banned chokeholds. A dozen passed “duty-to-intervene” statutes, requiring police officers to act if they see a fellow officer endanger a civilian. Still others banned so-called “no knock” warrants or changed policies related to the use of force.

Those reforms are important in and of themselves, and they also serve as a reminder of the power of collective action to influence new policies. Yet this list’s potential to create real change will be seriously limited unless city leaders and state lawmakers take on an entrenched barrier to reform: labor arbitrators. These are the men and women who routinely reinstate abusive officers who have been fired for misconduct.

N.Y.P.D. Warns Officers: Wear Your Masks

New York City police officials instructed all officers to wear masks in public or risk discipline, as the department faces mounting criticism over officers’ failure to comply with a state mandate that people wear face coverings in public when social distancing is not possible.

The Police Department’s directive, issued on Friday in memos and a video, came after elected officials repeatedly called out the police for flouting the mask mandate they are supposed to enforce. About 400 officers have been assigned to nine neighborhoods in Brooklyn and Queens where there has been an uptick in coronavirus cases and where the city plans to close nonessential businesses and schools this week.

Opinion article from Rochester Democrat and Chronicle

The apparent wrongful death of George Floyd and prior instances such as Michael Brown in Ferguson, Missouri, Freddie Gray in Baltimore, and Eric Garner in New York City, have provoked what many of us consider illogical calls to defund the police. Such sentiment has predictably resulted in the police being reluctant to engage criminal activity. The police failing to protect private property during the riots and the Free Capitol Hill zone in Seattle, which quickly devolved into chaos and violence, are the unsurprising outcomes of "defund the police."

Attributing such wrongful deaths to a few bad persons among a group who are otherwise honorable and conscientious is correct but fails to recognize a more complicated reality.

Emergency 911 dispatch outages reported at multiple police departments across the country

Police departments across the United States reported outages of their emergency 911 dispatch services last Monday night.

Agencies from Arizona to Florida reported outages that typically lasted about 30 minutes before being restored.  The 911 problems occurred the same night that widespread outages were reported for Microsoft services.  Redmond, Washington -- home of Microsoft's headquarters -- tweeted Monday that city phones and emails were also experiencing outages. The service health status page for Microsoft Azure -- the company's cloud computing service -- posted, "A subset of customers in the Azure Public and Azure Government clouds may encounter errors performing authentication operations for a number of Microsoft or Azure services." Microsoft said customers "should see signs of recovery."

Virginia lawmakers pass bill limiting pretextual traffic stops, barring searches based on smell of marijuana

Legislation banning police from initiating searches based on the smell of marijuana and making traffic stops for an array of minor infractions is heading to Gov. Ralph Northam’s desk after clearing the General Assembly on Friday.

The bill is among the first in a wide-ranging package of police reforms to win final passage in the House and Senate during a special legislative session that began in August.  “A disproportionate number of people pulled over for minor traffic offenses tend to be people of color, this is a contributor to the higher incarceration rate among minorities,” said Del. Patrick Hope, D-Arlington, who carried the bill in the House. Sen. Louise Lucas, D-Portsmouth, carried the legislation in the Senate.

 If signed by Northam, the laws would prohibit police from making traffic stops when they see vehicles with non-functioning brake and tail lights, a broken or loud exhaust system, tinted windows, objects dangling from a rearview mirror, someone smoking in a car with a minor present or a state inspection that is less than four months past its expiration date.

Chicago Sun-Times: Lightfoot debuts sweeping multiyear plan to combat Chicago violence

The city unveiled a sweeping anti-violence plan Tuesday that will govern Chicago’s public safety efforts for more than two years.

The plan — dubbed “Our City, Our Safety: A Comprehensive Plan to Reduce Violence in Chicago” — was crafted over the last year by Mayor Lori Lightfoot’s administration in collaboration with several other government agencies, and it will focus on five pillars, each of which has a series of short- and long-term goals.  The plan’s five pillars are empowering and healing people; protecting and securing public places; improving and advancing policing; affecting public policy; and planning and coordination.

U.S. News & World Report: Why finding a police chief just got a lot more complicated

In resigning, Seattle police Chief Carmen Best joined a wave of reform-minded police leaders stepping down across the country, several of the nation's handful of Black police chiefs among them. Dallas police Chief U. Reneé Hall – like Best, the first Black woman to lead that city's department – resigned Sept. 8. Rochester, New York, police Chief La'Ron Singletary and Portland, Oregon, police Chief Jami Resch also stepped down over the summer.  Their departures have left leaders, reform activists and the citizenry asking a difficult question: What kind of police leader can make reform work in these fractured times?

Washington Post: Justice Dept., FBI planning for the possibility of Election Day violence, voting disruptions

Bracing for possible civil unrest on Election Day, the Justice Department is planning to station officials in a command center at FBI headquarters to coordinate the federal response to any disturbances or other problems with voting that may arise across the country, officials familiar with the matter said.

Though the Justice Department monitors elections every year to ensure voters can cast their ballots, officials’ concerns are more acute this year that toxic politics, combined with the potential uncertainty surrounding vote tallies, could lead to violent demonstrations or clashes between opposing factions, those familiar with the matter said.  Preparations have been underway in recent weeks to deal with a wide range of possible problems, the officials said.

 Twitter removes 130 Iranian accounts for trying to disrupt the US Presidential Debate

Social networking giant Twitter said that it removed around 130 Iranian Twitter accounts for attempting to disrupt the public conversation during last night's first Presidential Debate for the US 2020 Presidential Election.  Twitter said it learned of the accounts following a tip from the US Federal Bureau of Investigations.  "We identified these accounts quickly, removed them from Twitter, and shared full details with our peers, as standard," the social network said today.  "They [the accounts] had very low engagement and did not make an impact on the public conversation," it added.

Covid: Clashes in London as police shut down protest over new rules

Officers used batons to control the crowd, after bottles and water were thrown by demonstrators massed in Trafalgar Square.  At least three protesters and nine officers were injured, while 16 people were arrested.  The Met Police said the protest had been shut down because the crowd was not complying with social distancing.  Thousands gathered in central London to protest against the latest government rules, with very few wearing masks.  Protests are exempt from the rule-of-six restrictions, but demonstrators must social distance; organisers must also submit a risk assessment.  Rules in England limit indoor and outdoor gatherings to six people, with some exceptions.

Paris Police Suspect Terrorism in Attack Near Former 'Charlie Hebdo' Offices

Police in France are investigating whether terrorism was the motive for an attack that seriously wounded two people near the satirical weekly Charlie Hebdo' s former Paris offices, where a dozen people were gunned down by Islamist extremists in 2015. Authorities say they have arrested two people in connection with the assault, which reportedly involved a sharp object that one witness described as a hatchet. The attack comes as 14 defendants stand trial for aiding and abetting the perpetrators of the Jan. 7, 2015, assault in which brothers Chérif and Said Kouachi stormed the Charlie Hebdo offices, firing on staff. The Yemen-based affiliate of Al-Qaida later claimed responsibility. While no firm link has yet been established between Friday's attack and the one in 2015 that killed 10 journalists, a security guard and a police officer, Paris prosecutor Remy Heitz said the timing and place of Friday's attack is why it is being investigated as a possible terrorist act.

US Intelligence Reports Warn of Extremist Threat Around Election

US security officials are warning that violent domestic extremists pose a threat to the presidential election next month, amid what one official called a “witch’s brew” of rising political tensions, civil unrest and foreign disinformation campaigns. FBI and US Department of Homeland Security (DHS) memos say threats by domestic extremists to election-related targets will likely increase in the run-up to the 3 Nov. election. Those warnings so far have largely remained internal. But New Jersey’s homeland security office took the unusual step of publicly highlighting the threat in a little-noticed report on its website last week. The memo said that lone offender white supremacists and other lone offenders with “personalized ideologies” pose the greatest threat of deadly violence.

The Guardian: Burglars to be tagged and tracked, says UK policing minister

Burglars released from prison are to be tracked round the clock, potentially for years, the UK policing minister has said.

Six police forces are to trial electronic tags, with satellite tracking capability, on convicted burglars when they are released from prison so burglaries can be checked against their movements, the Telegraph reported.

An order to wear a tag could cover the entire period of a released offender’s licence, so a burglar released halfway through a four-year jail term could be tagged for two years under the plans, which were revealed in the sentencing white paper published last month.

To Hunt Hackers, FBI Works More Closely With Spy Agencies

 America’s top law enforcement agents and spies are teaming up under one roof as part of a new federal strategy to fight foreign hackers, senior FBI officials said in an interview. The FBI believes the effort will improve targeting and prosecution of hackers who attack American organizations, even as many continue to escape capture abroad. The FBI’s strategy reorganizes the agency’s anti-cybercrime and foreign cyberespionage workforces. It emphasizes partnerships with foreign law enforcement agencies and private internet companies, which often have the best information into a hacker’s activities, said FBI cyber division assistant director Matt Gorham. Among the biggest changes, the strategy will elevate leadership status of a government office based in Chantilly, Virginia.

 FBI: DISTRIBUTED DENIAL OF SERVICE ATTACKS COULD HINDER ACCESS TO VOTING INFORMATION, WOULD NOT PREVENT VOTING

 The Federal Bureau of Investigation (FBI) and Cybersecurity and Infrastructure Security Agency (CISA) are issuing this announcement to raise awareness that Distributed Denial of Service (DDoS) attacks on election infrastructure can hinder access to voting information but would not prevent voting.

 DDoSs are common cyber-attacks that can slow or render election-related public-facing websites inaccessible, which could hinder voters' ability to access voting information or voting results. A DDoS attack occurs when attackers flood a public-facing, Internet accessible server with requests, rendering the targeted server slow or inaccessible. This prevents users from accessing online resources, such as web pages and online accounts, and may disrupt business activities for a period of time.

How Organized Crime Networks Are Using Drones to Their Advantage

Criminal groups increasingly deploying drones — for purposes ranging from surveillance to reported armed attacks of rivals — has provoked a strong government response in Mexico. But will it be enough? To monitor and disable drones, Mexico’s Defense Ministry (Secretaría de Defensa Nacional — SEDENA) plans to employ an anti-drone system costing 215.7 million pesos (about $9.6 million), according to a September 21 El Universal report based on documents obtained by the media outlet. The acquisition of the new technology comes about a month after a striking report that claimed the Jalisco Cartel New Generation (Cártel Jalisco Nueva Generación — CJNG) had deployed drones loaded with military-grade C4 explosives in Tepalcatepec, Michoacán.

UK Mounts Shotguns on Drone for Urban Battles

Enclosed spaces, from tunnels to caverns to the interior of buildings, are poor fits for aircraft. Even relatively stable vehicles, like four- or six-rotor drones, still risk weird aerodynamics and can abruptly crash into people, walls, or anything inside. According to The Times, Strategic Command in the United Kingdom is working with an unnamed British company to develop a 3-foot long, six-rotor drone, designed for urban conflict and named, simply, the i9. “Fixed with twin stabilized shotguns, [the i9] is also expected to undergo trials with other weapons including rockets and chain guns,” reports The Times. Developing robots that can safely and effectively navigate inside buildings, and especially in tunnels or caves, is such a tricky problem that in the United States, DARPA set up an entire Subterranean Challenge circuit.

A search in New York State is underway to attract a highly qualified individual to become the next Police Chief for Beacon, NY, a diverse community located on the eastern shore of the Hudson River, 60 miles north of New York City. FFY2020 STOP Violence Against Women Formula Grant Program

The New York State Division of Criminal Justice Services (DCJS) is pleased to announce the availability of funding through the FFY2020 STOP Violence Against Women Formula Grant Program. Attached, please find a competitive Request for Proposal (RFP) to solicit applications from local government, tribal nations, hospitals and not-for-profit agencies for the implementation of comprehensive strategies addressing violence against women that are sensitive to the immediate and long-term needs and safety of victims as well as holding offenders accountable for their crimes. DCJS anticipates that approximately $6,500,000 in STOP funds will be available for local awards. The contract period will be January 1, 2021 to December 31, 2025.

Additional information, including program goals and objectives, eligible applicants and program services, application requirements, and criteria for awards, are outlined in the RFP. The application deadline is 12:00 Noon, Friday, October 16, 2020. Each year, MADD New York, GTSC and STOP DWI honors our Officers and agencies that protect our communities and work tirelessly to obtain justice for victims affected by drunk and drugged driving during our Annual Law Enforcement Recognition event.

Due to the COVID-19 Pandemic, the Luncheon that was re-scheduled for Wednesday, June 24, 2020 has been postponed until 2021. All selected nominees for 2019 will be invited to the Luncheon in 2021 to receive their award in person.

Nominations will begin on September 1, 2020 for the “2019 Annual Law Enforcement Recognition Awards”. You will have the opportunity to nominate a dedicated officer, agency, individual within a District Attorney office, Drug Recognition Expert, that has had success in reducing drunk or impaired driving in your community from January 1, 2019 – December 31, 2019.

Successful Use of Social Media for Criminal Investigations

The RIA is a training partnership between the New Jersey Office of Homeland Security and Preparedness, the New Jersey State Police, and the Jersey City-Newark Urban Area Security Initiative.  The New Jersey Regional Intelligence Academy (RIA) will host a two-day virtual seminar, “Successful Use of
Social Media for Criminal Investigations,” on November 16-17 from 8:30 a.m. to 4:30 p.m.  There is no cost to attend, but pre-registration is required. This course is designed for intelligence analysts, special agents, and other investigators.

Description

There are currently over 300 English-language social networking sites on the Internet. Too often, investigators and analysts overlook or underutilize these valuable resources. Social networking sites are virtual communities. As in any large community, there are criminal organizations, fraud, violent crimes, and victimization. Investigators and analysts need to understand how these communities operate along with the tools, tricks, and techniques to
prevent, track, and solve crimes.  Significant attention will be given to the use of social media by terrorists and those wishing to recruit for terrorist
activities. Students will learn what information is available on various sites and how to integrate that information into criminal investigations and intelligence analysis.  Students with any level of familiarity with the Internet and computers will find this course beneficial. The program gives students an up-to-date understanding of how social networking sites work and the behaviors and interactions of members.
