  • Meeting Called to Order:
  • Roll Call:  Inspector David Regina, Suffolk County PD, Director of Public Safety Richard Tantalo, Monroe County, Chief Kenzie Spaulding, Corning PD, Chief William Worden, Port Jervis PD, Commissioner Kenneth Jackson, Garden City PD, Chief (ret.)   • Updates/Status on Previous Agenda Topics/Events:
    • NYS TAP Committee/DRE Issues:

NYSACOP/GTSC LEL Galerie stated there was nothing new to report. Next TAP Meeting will be scheduled in April 2025, sometime after the ESLETS Conference.

 

    • Oral Fluid Testing:

Chairman Georges and NYSACOP GTSC LEL Galerie discussed that there may be grant funding available in the near future to assist agencies with the purchase of oral fluid screening instruments and they will keep the TSC informed as things progress. They also informed the TSC members that GTSC Statewide DRE Coordinator, Renée Borden, is now the Chairperson of the NYS Oral Fluids Working Group. NYSACOP GTSC LEL Galerie is the NYSACOP representative on the Group and he will continue to report out any developments.

Chairman Georges discussed the possibility of hosting a follow up Zoom meeting with the oral fluids users group that the NYSACOP Traffic Safety Team assembled in late 2024.

 

    • Legislative Update:

Chairman Georges reported that the Deadly Driving Bill is still progressing. Maureen McCormick organized a rally on the steps of the State Capitol Building on March 11, 2025, NYSACOP/GTSC LEL Galerie was in attendance.

Chairman Georges stated that NYS Senate Bill #3662 is very unlikely to progress, however, the NYSACOP Traffic Safety Team will monitor it and report back to the TSC as necessary.

 

    • NHTSA/Johns Hopkins University National LEL Academy Project:

Chairman Georges updated the TSC members on the status of the project and NYSACOP Traffic Safety Team’s anticipated level of involvement.

 

    • Crash Data Review:

Commissioner Jackson reported on the effectiveness and continuing success of both the Nassau County and Suffolk County Street Takeover Task Forces. He also informed the TSC of a trend in his area of the takeover activities occurring in local parking garages.

 

    • Outreach to Regional Chiefs of Police Associations & Major City Chiefs: 

TSSC Denz stated he will be attending a meeting of the WNY Association of Chiefs of Police later this month and the possibility of the NYSACOP Traffic Safety Team hosting an in-person Point of Contact meeting in the coming months in Zone 10.

 

    • Traffic Safety Engagement and Equity in Enforcement Programs:

Nothing new to report.

 

    • GTSC Update/Issues: 

NYSACOP GTSC LEL Galerie reported that GTSC management has requested he assist the GTSC staff with a project involving securing grant funding to develop a program setting policies/procedures regarding police traffic stops. The goal of the project is to have the policies/procedures inserted into the course curriculum of Basic Police Academies across New York State. He will keep the TSC posted on developments of this plan.

Chairman Georges gave the TSC an update and overview of the event.

 

    • 2025 ESLETS Conference, Doubletree by Hilton Hotel, Syracuse, N.Y., April 9 & 10, 2025:

Chairman Georges gave the TSC an update and overview of the event. TSSC Denz reported that the NYSACOP Traffic Safety Team has a hotel room secured to sponsor 1 attendee for no cost which was offered to the TSC members, they will get back to TSSC Denz if interested.

 

    • NYS Law Enforcement Recognition Awards, Albany Capital Center, April 30, 2025:

Chairman Georges gave the TSC an overview of the event.

TSSC Denz reported that he sits on the selection committee for this event and the selections have been made. Notification letters will be sent to the recipients and their respective agencies shortly. TSSC Denz anticipates attending the event.

 

    • NYSACOP Annual Conference, The Kartrite Resort & Indoor Waterpark, Monticello, N.Y., July 13-16, 2025:

Chairman Georges gave the TSC an update and overview of the event.

 

    • DCJS Public Safety Symposium, Empire State Plaza Convention Center, Albany, N.Y., September 16-18, 2025:

Chairman Georges gave the TSC an overview of the event.

 

  • New Business:
    • NYSACOP Traffic Safety Services Update at Board of Governors Meeting:

Chairman Georges gave the TSC an overview of the Board meeting which was held in Saratoga Springs, N.Y. on March 14, 2025, including the BOG’s approval of an updated version of the NYSACOP Traffic Safety Position Statement and corresponding Talking Points.

BOG Member Commissioner Jackson reported that there is strong support amongst the members of the Board of Governors regarding the Traffic Safety Team’s activities, and all look forward to working with the Team into the FY2026 grant cycle.

 

    • Traffic Safety Activities and Training Courses:

Chairman Georges reported on Governor Hochul’s announcement of the availability of $90 million in highway safety funding. It appears that funding is targeted towards DOT projects and he will keep the TSC posted if funds become available for LE activities.

Chairman Georges reported out on all the traffic safety trainings currently posted.

TSSC Denz reported that the NYSACOP Traffic Safety Team submitted an abstract for the 2025 New York State Highway Safety Symposium, and it was accepted by their committee. The Symposium will be October 14 -17, 2025. Registration will be open June 1st.

 

    • Other:

A discussion was held re: the status of NYS V&T Section 1194. Chairman Georges will follow up and report back to the Committee.

Chairman Georges polled the TSC members on their availability for April 2025. After discussion all agreed that the next meeting would be held on April 29, 2025 at 11:00 A.M. via Zoom.
